Workforce agencies or educational institutions could work with employers to utlize an existing Web-based application that helps employers better define the relative priority of desired competencies for a given role and then produces a graphical plot of applicants based on their qualifications for the role. Employers can identify applicants with the "best fit" to the role, and decide if possible skill gaps can be developed later. This approach acknowledges that the "ideal" candidate may not exist, and avoids missing good candidates who may have non-critical competency gaps.

Workforce agencies and educational institutions could standardize the job titles and the skills descriptions/language used so job seekers and employers can better find each other.

Better reporting capablities of job banks and input from employers to show how well the job bank search worked. What position announcements on the job bank turned into a hire? How many applicants per job? How many hires from site? For those who apply through job banks, how many get jobs?

Use a six-step scheme: 1: standardize tests for IT employees (& students) 2: identify and offer employees with the highest scores a chance to go to IT boot-camp and teach them skills that will fill knowledge gaps 3: employee would agree to remain with company for a specified period of time 4: hold IT workshops and no the job trainings 6: make new applications at work via cross-training.

Business could sponsor, and educational institutions underwrite challenge camps or design a game that teaches project management skills.
